Nosirov Bakhtiyorjon Ikhtiyorjonovich

Born in 1991 in Uchkuprik district, Fergana region. Married with 2 children.

Graduated from the National University of Uzbekistan named after Mirzo Ulugbek.

Prior to his appointment, B.Nosirov was the Chairman of the Chilonzor district local council of the Tashkent city territorial council of the Youth Union of Uzbekistan in 2021-2022.

In 2022-2025, he worked as the Head of the Department of Youth Work, Spirituality and Enlightenment of the non-governmental higher educational organization "Vatan University".

Main goals and objectives:

Formulation and implementation of financial policy:

Development and implementation of the financial strategy of the higher educational institution.

Effective use of funds

Budget and economic planning:

Preparation of an annual income and expenditure estimate and submission to the rectorate for approval.

Cost analysis, development of proposals for increasing economic efficiency.

Financial control and reporting:

Control of the financial activities of the university.

Organization of economic activities and resource use:

Ensuring the rational use of buildings, equipment, infrastructure and other material resources.

Optimization of energy, utilities, repair and other costs.

Work with investment and innovation projects:

Attraction of grants, sponsorship funds and other additional resources.

Coordination of the activities of personnel and departments:

Management of the work of the main accounting, economic department, economic department and other financial services.

Organization of staff training.

Responsibilities:

Personal responsibility for the financial stability of the higher educational institution.

Control over the targeted and legal spending of university funds.

Ensuring the accuracy and timely submission of financial documents.

Issuing orders on financial and economic issues.

Signing documents, contracts and reports related to their field.

Making reports on economic issues at the meetings of the rectorate and preparing resolutions.
